It's true, pretty much everyone thought he had them, or at least considered it an unacceptable possibility, until the Inspectors went back in at the end of 2002.

That's when the shit started to hit the fan. Instead of reevaluating based on the new information (which many were doing), Bush changed the conditions for invasion at the last moment, and then rashly invaded.

Wise men counseled waiting, allowing the inspectors to do their work. Bush was unwise, and will forever be remembered that way by history.
