Classic Bush failure to take responsibility for his own actions: He's disappointed the intelligence was wrong, that troops failed to find WMD. Everybody else screwed up. What a wuss.

Bush ignored the inspectors, he ignored the conflicting intelligence, he invaded when most were telling him to wait. He blew it. Nobody else.
