Even though he was not an immediate threat, his cat and mouse gaming made it clear that it was a matter of time until we would have to contend with him militarily. Sooner was clearly better than later. A weak premise....the sanctions were working. You made a big leap of faith here......and a costly one. You don't go to war unless its absolutely necessary.
