18-24 is EXACTLY the group likely to speed, drink and drive and get into SERIOUS auto accidents and put themselves at risk in other ways.

While this is true, what we know is they account for a small fraction of serious health care problems.

I had a friend die of cancer at 22. People in that age group do get seriously ill and if they recover, often they are saddled with large debts going forward if they had no health insurance.
