The reason is the plot is not quite as coherent as the others, at least from my point of view. The book needed better editing. What it needs for a movie is to have someone option it and write a good script. One of the reasons it will get made is that retired police are the bad guys. The "good guy" retired policeman who goes up there to investigate is a perfect role for Edward James Olmos of "Miami Vice" fame. Although I can see that character being cut out of the movie as making it too busy.
