Heck, if you nuance things enough, you can claim any source of energy is "free". After all, earth's history has bequethed us a massive amount of fossil fuels. Of course, we have to find them, get them out of the ground, pay the owner for them, transport them, ..... yada yada yada.

Wind is free too, just like fossil fuels. Windmills aren't. Nor is the land you build the windmills on. Ditto tranmission lines, .....

Rivers run free. But we need dams and generating plants to convert falling water to electricity and they aren't free.
