Thought BGO was a takeover target.

Assume that the feasability shows that a go ahead would be profitable, where does AZS and BGO get their share of the 1.1-1.3b$ to develop their share of the capital costs? Is it PDG that loans them the money - so that PDG would arrange all the financing?
