Hugh, apparently, you haven't been following this interaction. Cheney said on some show they he had requested the info. The CIA say he had not made a formal request. Later, Cheney said he had made the formal request required by the CIA. The CIA has now turned him down.

That proves he made a request does it not? The letter was in the CIA's in box perhaps.
