That's not quite fair to Rome. Its empire lasted for 500 years and more (depending on when you start & stop counting) because it wasn't just an empire of force, but of law. It was brutal, but you got Roman law, Roman trade, Roman order, Roman roads and bridges, all of which were orders of magnitude better than most peoples had ever done for themselves or could conceive of.
