Clearly - the game is to rush to the mountain top - and then to figure out how to hold it - in this case - pay for it. Sorta like - Marines take that hill - then what - well - we will figure that out later. Once in place I cannot think of a program that has been canceled. That is why he is in such a rush. It must get done before the people wake up to what is happening.
