I never said they would do it on their own account. What I'm afraid of is that the ultracapacitor could be used as the POWER SOURCE for an EMP HERF weapon.

That was my original point too. I don't know how much energy would have to be stored in a capacitor to power a car for a 60-100 mile range, but it must be substantial. My worry was that if such a capacitor in a vehicle could be attached to an EMP device, and the capacitor discharged all at once, it must be a worry.
