Polls closed across California tonight, concluding a special election campaign over a package of ballot measures that Gov. Arnold Schwarzenegger and legislative leaders said were critical to the state's solvency but triggered both anger and indifference among voters.

The fate of Propositions 1A through 1F, intended to restructure the state's budget, also stood to define in large part the legacy of Schwarzenegger, who came into office in a similar special election vowing to rebuild the state but instead has presided over years of fiscal turbulence.
