A better measure of spending effectiveness would be cost of educating a student vs the cost of living in that particular locality.

You can't compare the cost of sending a kid to school in NYC when the cost of living is double that of rural Arkansas. The cost should be double in NYC in that example.

It is also likely to be more costly to educate a student from a single parent household than one from a two parent household. That should also factor into the comparisons.
