Which is ultimately true, but the "analysis" makes no mention of the fact that voters have been bamboozled by politicians into approving so many bond measures and so many ridiculous regulations without fear of consequence.

LOL. First you blame Gray Davis. Then you blame Arnold and the legislature. Like the article you ignored said, CA has become ungovernable because of its voters. CA needs a redo before it implodes.
