Canada?.. no problem because their use would be coordinated with US policy. After all, we shared early warning responsibilities with the DEW line and NORAD.

Besides, Canada was heavily involved in developing the US nuclear capability from the very beginning:

The Canadians, as well as the Japanese, are both quite capable of building nuclear weapons at any time.

Now Mexico, given its current situation and the tenuous nature of its "democracy"? You're absolutely correct there. We wouldn't tolerate it.
