Ah well- there you go. We aren't punishing the motive WITHOUT the crime. I am not for punishing thoughts by themselves- but when you bash someone's head in- I'm ok with looking at your motives, and punishing you more when you bashed some poor guy's head in just because he was black, or gay, or whatever. There is a chance that such targeting of hatred and the ACTIONS such hatred engenders, might reduce it. Of course, feel free to disagree. But I don't care what Orwell had to say about it. Orwellian is a great thing to say- but all it really means is "I don't like that".
