Their lawyers will probably cry entrapment.

Entrapment is a tough one to prove. The person doing the entrapping has to cause someone to do something he otherwise wouldn't have done. It's not entrapment if they were predisposed to commit the act in the first place.

Perhaps if they were merely charged with acquiring the bombs.
Good luck with arguing entrapment for trying to set them.
