Tim -

What you're saying there is that you would consider prosecuting terrorism as a crime separate from the specific acts involved. So if somebody flew a plane into a building, you wouldn't just prosecute them for murder, destruction of property, and arson. Right?

So you're agreeing that motivation can make one crime worse than another crime that involves committing the same basic acts.

That's what the hate crimes legislation is about. It's not about the "victim class," but about the motivation of the criminal.
