There are tradeoffs in every public policy choice that involves risk to people. For various odd reasons, some risks are deemed huge and vast sums are spent to reduce them, while others kill thousands every year and nobody gives a flip at all.

The rationale for choosing one over another is usually arbitrary and based on one's personal interests or biases.
