1. Excise taxes are a tax. He did not make that exclusion. Show me any link where he did. As for the present - Cap and Trade is a tax.

Why do I bother. When you cannot read words and take their meaning - you are not worth my time. You give great definition to the term looney left.

For Clinton it was "it all depends on what the meaning of is is".

For Obama - is it "it all depends on what the meaning of tax is"?

To be sure, Obama's tax promises in last year's campaign were most often made in the context of income taxes. Not always.
