CA's problems are not the unions. Its mostly Prop 13

Prop 13 controls revenue.

CA problem is not revenue, it is the spending. Spending is where the unions are.

CA is going to end up having to cut services to the nothing the (R)'s say is all they want. Part of that will be the releasing of hundreds of thousands of criminals coupled with laying off ten thousand cops. I hope they release them in Ten's neighborhood.
