alanrs, there are two sets of unintended consequences in play.

1. businesses that don't currently give vacations (greed bags that they are) will lay off some people that otherwise would work. that sucks in this economy.

2. many large companies start workers with 2 weeks vacation. if the government mandates 1 week for the first three years, some will change their policy to match the law - in effect hurting workers.
