Bush at least seems to know his administration was a total cluster fck and to know the best thing to do is just shut up and count on America to forget about it.* From everything I've read in the last couple of months, it seems that there was a serious split between Cheney and Bush during the last two years of the administration. Apparently, Rice was on the ascendency and she was able to get Bush to see the danger of Cheney's approach to governance. At the end, Bush realized how badly he had screwed up thanks in no small part to Cheney.
