That means its law, not reality.

If we passed a law that verbal sexual harassment was rape, then it would be the law in the place where it was passed (possibly the whole United States if it was a federal law or passed by 50 states), but it still would be false.

The law determines how the actions will be treated, but not what they are, and not always what they are called.
