I don't see how you can claim to know what he meant by that. We have no context for those words. So I don't see how that snippet alone can effectively refute his other comments, for which we have extensive context and repetition. I think that the most you can reasonably claim is some lingering reservation about his later assertions.

As for the terminology, I can google, too. From the University of Arizona:

"Common Greenhouse Effect (GHE) Misconceptions

GHE is related to ozone depletion.

GHE involves reflected sunlight.

GHE is new phenomenon on Earth.

GHE on Earth is intermediate between that on Mars and Venus due to distance from sun.
