We used to live near Oakland. Had lots of welfare folks coming to shop at our markets- since there were no large markets in the poorer areas. I saw some unwise food choices- foods high in fats and sugars- but booze?

I see them buying all the wrong foods but that's not a crime and with the debit card type system, there are no more actual "food stamps" or coupons. Also, the store computer, connected to the registers, won't allow people to buy liquor or tobacco with their allotment and there is no cash change.

Jersey City is very "urban" and the downtown has only one one large market so all kinds mix there. Some of our suburban friends would be afraid to walk across the parking lot at night but I've never heard of a problem.
