I guess it depends upon what you mean by "generally". Someone who works for 50 years without a pension seems like they probably paid a lot of taxes over their life, especially if they were legal. Can none of that be expected to paid for ordinary care when they are no longer employable?

One of the many dirty secrets of the employment is that people employed illegally with a fake Social Security numbers pay Uncle Sam but they can never make a claim on that money. Money collected by the U.S. government should be refunded back to the zip code from which it was collected. This would help fund the social services required due to the federal government not keeping the borders secure and not meeting their constitutional requirements of identifying all workers, but it isn't. This is a lot of money, I'm sure. Here is but one article on it.
