I don't know about "smart fraction theory" but I think whatt you are saying, matches my "a lot closer". It depends to what degree knowledge is a public good that everyone can use, vs. either embodied in human capital or in the control of monopolists. Anyway, I am talking about countries not people. Most countries impose barriers on themselves that stop them catching up or getting close at all...
