OK some hints to where I magiced the numbers

60 million is approximately 6000 DVG's ( 10 grand a DVG )
making 3000 pairs for calls. ( you need a dialer both ends so 1 call takes two DVG's)

running at 17% capacity for a business week (capacity of 24 concurrent calls assumed = 1/6 = 4 calls) Assume $0.05 per min

= 4 calls * ( 40 * 60 ) * $0.05 ( 40 hr a week 60 min.hr)

= $480 per dialer pair/week.

= 1,440,000 per week for 3000 dialer pairs

= 74,880,000 million per year.
