This is not just a problem that the US has, it's an international problem. We need to revisit the Geneva protocols with the goal of protecting sovereign states (especially those with legitimate elected governments) from these non-state militant groups.

Lest you forget, we have an on-going situation in Lebanon where Hizballah is essentially in control of Lebanon. But there was a binding UNSC resolution that demanded Hizballah disarm itself and subjugate itself to the Lebanese political process. This resolution was present BEFORE 2006, and it still in effect.

Now they are stronger than they have ever been.. have more rockets.. all because the international community failed to support Lebanon's government.
