it would be... That's the problem, just like the teachers' situation, can't get rid of the bad ones, and that keeps the better ones screwed or leave after a few years of the nonsense. You see how bad it is at the top, imagine how worse it is at the lower levels... The donotcall list is working great isn't it? lol
