"Receives special privileges" doesn't equal "powerful" which in turn doesn't equal "is not in decline".

As for the decline

1 - Public sector unions aren't in decline.

2 - Private sector unions are in decline partially because of their power and how they exercised it. Taking so much that you make the industry that supports you less competitive isn't a good long run strategy.
