Ted, I still agree with the gist of Chris Edwards' article, though not the details.

I would rather drastically lower income and sales taxes if Prop. 13 is to be eliminated. I still think there ought to be a cap on how quickly property taxes rise, since I think it's unfair that someone ought to pay taxes on unrealized gains.

The key here is that government spending doesn't fluctuate like income tax revenues do. In times of abundance, state politicians like to flaunt the wealth, but in times of scarcity, state politicians whine moan and bitch before they cut a dime of spending.
