One of California's biggest problems is "too hot to touch" ie, illegal immigrants. They hide their work to avoid being deported, and thus do not pay taxes. How many millions there are in California alone is anyone's guess. Yet, their kids born in Ca are US citizens, with all the rights and privileges, including schools, health care, etc. Now that's one screwed up situation, and if they all acknowledged the problem instead of avoiding the issue, over time it might help the state's budget problems
