Forgive my lack of perception, but how is the rule of law incompatible with the development of Common Law ?

And who is to interpret legislation, but the judges ?

And whose responsibility is it to 'find it inadequate' ?

Perhaps more importantly, who defines where the boundary lies between federal and state jurisdiction ?

Surely not the legislature ?
