If the USA was getting regular murderous incursions in New York and Washington as India has put up with, the writer might find it tempting to tip cruise missiles with all sorts. The USA was so put out about the Twin Towers that they didn't just attack Afghanistan but unleashed shock and awe in Baghdad. Indians are likewise reluctant to put up with such attacks. If you count nukes, my guess is that the USA still has more than the USSR and the reasoning for the USA making them was similar to the reason India wants them. It makes sense that India gets them.
