It seems a weak spot in our democracy is the ability of the congress to act in a timely manner.

In general legislatures can act quicker than the USSC can. The court has to wait for court decisions on a number of lower levels before it even considers the case.

The issue in terms of segregation and such wasn't the ability of the legislature but the willingness. And even considering the willingness it wasn't a night and day issue, with the courts solidly and consistently always lining up against segregation and the legislatures doing the opposite. There where a number of anti-segregation laws passed, while courts have at times supported segregation.

Furthermore I wouldn't be too much stock in one example. If the courts reached a reasonable decision on one issue quicker than congress did, that doesn't imply that they are generally going to make the better decision, or that they should be the body making the decisions.
