I like Prop 13 for my personal finances, but I see how it could impact state budgets.

Again, the money paid out is easier palpated if it isn't called something related to the word, " tax".

Prop 13 money created a pathway for revenues to b e channeled into other directions. We didn[t pay it out in taxes but we spent it in other ways that benefitted us. We helped to spread it around to various others ( contractors, travel, restaurants ) but at least we got to choose where it went........instead of throwing into a pit that our gov't employed neighbors gobbled up so they could retire early and pretend they made it the old fashioned way!

Privately employed individuals would dance circles around most gov't employees.
