Translation: some people with an axe to grind decide to use Bob Woodward as a megaphone, then later others decide that if they don't get their side of the story into the book at all, they are going to get screwed.

Woodward has made his career on being used by people with an axe to grind. After all, he got his career start being a tool for Mark Felt who was pissed off that he was passed over for FBI director in favor of L. Patrick Gray.
