I'm not really sure why.

It could be because South Korea modernized rather quickly, but old-school politics die hard. I hear that in many cultures, it's customary to give money and/or gifts to people in power for favors. Korea obviously is one of them.


Its been a while since I've read the history of SK but its only recently that true democracy has taken hold and most of the Chaebol [sp?] have never been very clean in their operations. It may be a reflection of the Chinese culture.....another one where corruption tends to flourish.
