If the California state government fired all government employees it would still have a budget deficit, because the actual government is a very small piece of the state governmental spending. A decline in income tax revenues have merely exposed this problem.

Most of the California State governmental spending provides the most generous programs in the nation providing poor people with free medical care, monthly stipends, grants for college education and other purposes.

This will now be greatly reduced to a far less generous program. You will see many photographs of poor people currently receiving this aid who will be left with little choice but to move to other states where living costs are lower and government programs are more generous. Those affected will hold many protests. You will no doubt see many Brazilians of illegal status in these photos holding protest signs "dinheiro mais livre" and such.

If the state government does not make these cuts, a court appointed administrator will make these cuts when California files for Chapter 9 bankruptcy.

When revenues rise again, some years down the road, California is unlikely to restore these aid programs to anywhere close to their prior level. It's a learning experience.

If you were not relying upon these aid programs, life in California remains unchanged.
