The Chinese aren't like the Russians were with their "10 year plans

They used to be that way.

And they haven't completely dropped any efforts and central planning or state ownership, they've just allowed a vast expansion of capitalism while leaving a lot still owned or controlled by the state. The percentages of state ownership has declined because of the expansion of the private sector, not from mass sales of state assets.
