Conventional thinking is that the stability of Iraq after the fall of Saddam depended on a multifaceted approach to supporting the Iraqis, including national security, development of an effective political body both nationally and regionally down to the local level; repair of damaged infrastructure, job development, and stimulation of trade and commerce. Then, on its own Iraq should be able to thrive and prosper. Which, as you've noted, seems to be working out.
