I happened to catch Obama announcing his appointment of a N.Y. Republican congressman as Secretary of the Army.

I am just not impressed with Obama teleprompter speeches. He stumbled over words. That back and forth of his neck from right to left gave me a headache. On top of that, his tone is almost always the same, regardless of topic.

I don't think he is that great of a speaker. His head moves mechanically, his intonation is monotonous and cloyingly predictable, and his hand movements seem superfluous. He has a nice resonant voice though.
