What happens after that is a matter of experience, but you cannot make a silk purse from a sow's ear. Low intelligence DNA will still be chimpoid. You can stop high intelligence DNA from becoming high intelligence by keeping the infant in a sensory deprivation box, feeding it lead, mercury and low nutrient food until it's an adult.

The faulty belief people have is that babies are born equal. They are not. Some have excellent brainpower DNA, other's don't. All the so-called education in the world won't make the sow's ear into a silk purse.
