Millions of things. Including changes in expectations about a recovery that aren't necessarily based on the stimulus.

If a change in the market indicated support for a policy look at what happened to the market just after a lot of the different bailout or stimulus plans where announced or passed. In many cases the market went down, sometimes quite sharply. If I was playing your game I could use this as "proof" of market disapproval, or even stretch things and say its proof that the policies are/where bad, but of course its no such thing.
