Prop 13 has ham strung the state of CA and now the state is on the verge of BK.

If that was true, it would be irrelevant to your claim that tax reductions where "using state power for private aggrandizement".

Also its not true. Prop 13 concerns local taxes not state level taxes.

Also CA's tax rates are above average, and tax income per capita is well above average. The bankruptcy concerns are mostly due to the lack of control over spending.
