Social Programs were never envisioned by the founders and they are the breaking of the system. Common defence and commerce were the main federal attentions and powers.

If there were fewer government safety nets there would be fewer taking chances. People would always be working toward personal security. Unemployment insurance wouldn't be bad if they didn't allow so many people to f--k off on it. It would easily pay for itself. Poor farms for welfare types would be god too! They could work hard for their stay. Soon enough they could work hard to leave.
