If our gov't borrows from China to give Americans tax cuts, then that isn't really creating new wealth for Americans. It's simply borrowing from our future. We'll have to pay that back, one way or another, either through increased taxes in the future, or through devaluation of the dollar and watching our purchasing power and standard of living decline. There's no free lunch. I can't think of a single scenario where borrowing money to give tax cuts to citizens makes sense.
