Probably, but the unemployment rate figures are not based on initial unemployment claims.

How can it be that the increase in unemployment reported each month is a small fraction of the total of all weekly initial unemployment claims during that month?

Because even in a recession people don't just lose jobs they get jobs. X new initial unemployed people. Y new jobs. X-Y increase in unemployment.

Also because not every newly unemployed person is eligible for benefits, or chooses to apply if eligible.

Should temp employment be counted the same way as a permanent hire?

In terms of the unemployment rate, yes. For other purposes or in other calculations? Depends on what purposes and what and how your calculating.
